Economic Development Policy

BIO-TECHNOLOGY
INTRODUCTION

Madhya Pradesh is endowed with a rich and varied expanse of natural resources including diverse soil and agro-climatic conditions, forests, bovine and aquatic wealth. Bio-technology has great potential for providing a wide range of benefits by application across sectors such as agriculture, animal husbandry, fisheries, human health, forestry and environmental protection. The present and future requirements of food, health and livelihood security can be addressed only by ensuring the sustainable use of these resources.

POLICY THRUST

The state government therefore proposes to initiate a concerted action plan to

»

Ensure the sustainable use of its diverse bio-reserves
» Promote the use of applications for deriving benefits for a wide range of sectors like agriculture, animal husbandry, human health etc.
» Encourage research, education and application centred development in biotechnology.
 
With a view to development of these sectors in the state, the government has constituted a separate Department of Bio-diversity and Bio-technology. The department will be responsible for
 
» Policy formulation
» Laying down the regulatory framework
» Ensuring sustainable use of natural resources
» Promoting the use of applications in biotechnology
» Liaisoning with the Department of Biotechnology at the centre
POLICY INITIATIVES - BIOTECHNOLOGY

The state envisions the development of a Life Sciences Gateway at Bhopal comprising a symbiotic mix of academics, cutting edge research, and a vibrant industry cluster. The state shall kick-start the development of the Life Sciences Gateway through proactive initiatives designed to create a conducive environment in the state. To work towards the attainment of the above the government has initiated or is in the process of initiating the following:
 
» A high-powered task force headed by Dr.R.A.Mashelkar, DG, CSIR has been constituted to prepare a Project Report for the setting up of a world class Institute of Life Sciences in the state. The institute shall play a catalytic and pivotal role in the promotion of research and education in biotechnology and related fields. It is proposed to make a provision in the Five Year Plan for establishing this institute. The institute shall endeavour to
» Undertake research and education in the field of biotechnology and related subjects.
» Become the apex institution for education and training in life sciences including biotechnology, bio-informatics, agriculture biotechnology, forest and environmental biotechnology, diagnostics, therapeutics and pharmacogenomics etc.
» Network with the existing institutes to ensure up-gradation of course content and assist in faculty development

The institute shall also have a biotech park as an adjunct facility for attracting entrepreneurs.
 

» A detailed sectoral analysis of the underlying potential and felt-needs of the state shall be undertaken to design programmes in subjects to be covered including bioinformatics, agriculture biotechnology (including in allied sectors like animal husbandry & fisheries), forest and environmental biotechnology, diagnostics, therapeutics and pharmacogenomics etc.
 
» The scientific and educational institutions in the state shall be encouraged to upgrade their existing facilities and set up new facilities for research and development in biotechnology applications.  
» The state proposes to provide financial support for the establishment of research facilities in existing institutions. 
» The institutions shall also be encouraged to obtain assistance from other sources like the Government of India.
» As part of the program, young scientists working in these institutions shall be encouraged to undergo advanced training at selected institutions of national and international repute.
 
» The state proposes to promote the establishment of education and training facilities for the development of a pool of researchers, technicians and entrepreneurs.
 
» The state proposes to fund research and development projects in the field of biotechnology. Project proposals shall be entertained from educational and research institutions within the state on pure and applied research in the field of biotechnology and related subjects.

Development and application oriented projects involving community including women and weaker sections of the society will be encouraged.
 
» The state proposes to scientifically validate and document its traditional knowledge for IPR protection  
» To facilitate patenting, the state proposes to promote scientific studies on traditional knowledge for authentication and product development  
» The MP Bio-diversity Register is being developed to undertake an exhaustive inventory of the bio-resources available in the state.
 
» Bio-technology parks shall be established at Bhopal, Indore, and other major cities in the state in a phased manner to attract entrepreneurs and industrialists to set up manufacturing facilities. These parks will have all infrastructure facilities required for research and development and commercial production including R&D labs, incubation centres, support infrastructure etc.
 
» The state proposes to offer an attractive and competitive incentive package for biotechnology and related sectors. It is in the process of drafting a special package of incentives for the biotechnology industry. Till then all incentives currently available to the other industries in the state will be applicable to the biotech units also.
 
» The state has also introduced labour reforms to facilitate the hi-tech industry.

24*7 working hours have been allowed.
 
» The state proposes to develop an agenda for biotechnology application, based on the concerns voiced by the State Biodiversity Board and informed by the various studies and projects commissioned by it.  

POLICY INITIATIVES – BIO-DIVERSITY

To ensure the sustainable use of the state’s diverse bio-resources the state has initiated the following:
» To ensure policy implementation in the bio-diversity sector The MP Bio-diversity Board has been constituted under the chairmanship of the Chief Minister. It will
» Provide policy guidelines for programmes related to bio-diversity
 
» Coordinate the preparation of the “Peoples bio-diversity management plan”
 
» Mobilize financial resources for implementation of initiatives
 
» Ensure bio-diversity conservation, sustainable use of bio-diversity, and equitable sharing of benefits.

Three standing committees have been set up to provide direction for the above
 
» The state has proposed the systematic development of a “Madhya Pradesh Biodiversity Register” to ensure inventorisation of the bio-resources in the state.
 
» The state proposes to undertake the implementation of specific projects that emerge from the reports prepared by the standing committees. Existing programmes of various administrative departments shall be influenced to make bio-diversity conservation central to their implementation strategies.
 
» The state shall endeavour to involve the community in the conservation and sustainable use of natural resources at the state, regional and community level. A programme that facilities such initiatives shall be implemented with active community participation. Funding support to departments/ NGOs shall be covered under this programme.
 
» The government proposes to develop a repository of traditional knowledge, its application, and exploitative potential. It shall also develop a response mechanism that takes into account international and national legal and regulatory regimes to ensure protection of individual and community rights and enabling the establishment of an environment conducive to equitable sharing of benefits. Special concerns arising from the WTO regime including patenting, bio-piracy and intellectual property issues need to be addressed. A programme for such studies shall be taken up.
